Fanfic writers always write leather, but I maybe it's rather a rayon(?) kind of firm yet supple cottonwool weave? Leather would be hell to wash, stiffer and hot.
I've spent hours thinking about his clothing already, squinting at the pictures and guessing from the flow and way to rip, what it could be.
How far is the Saiyuki universe anyway, in terms of development? Do they have all sorts of synthetic fibres already?

I think his blackie is enough to cause a fetish. He makes it look so damn good (or the other way around, however you want to see it) :D

Of course this is all bull and we know the truth.. it's paint on latex, and Goku is forced to paint it on him every morning after his shower =)

My practical guess would be something along the lines of spandex/microfiber.

In Gunlock he rips it and uses for bandages. Firmly points to not-leather, I'd say.
PVC! PVC! ahem.
As for syntetic fibers, well. They do have computers and cybertech. And yet, Yaone's stockings don't quite look like lycra. Then again, personal fashion choice?

Cotton. He'd just sweat to death otherwise. Cotton absorbs and wicks away sweat.
Also, that seems to be part of the "Sanzo's Uniform." (at least one other Sanzo wears it anyways.) Therefore it cannot be leather, or silk, or anything else that comes from the death or pain of another living creature (I stole this part from someone else on LJ, gomen nasai!) If it is traditional, it most likely uses traditional materials, which again points to cotton.
However, a source that wishes to remain unknown tells me it's pleather.

Silk doesn't necessarily require the death of the silkworm. There is silk production in India, and no doubt China, where silk is woven from the discarded coccoons of silk moths: http://en.wikipedia.org/wiki/Silk#Animal_rights

That said, I'm all for it being chocolate body-painted on every morning :D
