My practical guess would be something along the lines of spandex/microfiber.

My screw-practical-it's-anime guess would be really well-worn, thinnish leather.

No, the consensus seems to be that he wouldn't be allowed, as a Buddhist monk. And personally I tihnk he'd just refuse point blank to wear anything that got him so sweaty.
