It's actually a line from a cheesy, wanna-be Top Gun movie called Iron Eagle II. That's a total guilty pleasure movie.

Louis Gossett Jr. was in it but he wasn't the one who said the line. One of the minor characters [a pilot] said it as he was firing on an enemy jet.
