Yay! They're so gay I think it took me at least two episodes to work out they were dead as well.

I do not understand what the twin tea-cosy-wearing parrots are, but their job seems to be as librarians and reseachers.

The "parrots" (I always thought of them are chickens) are called the Gushoshin Brothers. Besides being highly irritating librarians and researchers, they accompany the Shinigami/Guardians of Death if needed, to serve as an additional partner or for extra backup or something.

Ah, yes, thank you! They are annoying, but they take appear less and less towards the end of the series - perhaps the animators got sick of them too?
